Waterways are public property (Royal Decree 849/1986), so the management of aquatic ecosystems in Catalonia is the responsibility of Catalan Water Agency (Agència Catalana de l’Aigua, ACA). Even so, the ACA delegates the stewardship initiatives to the corresponding councils, so the stewardship agreement represents a brand of collaboration between the council and the CEN association in which the natural and cultural values of freshwater ecosystems are highlighted – the importance of its conservation - and the specific objectives necessary are detailed to improve its state of conservation.
